Surely this is an extraordinary development. It is difficult to imagine a senior diplomat just saying this off the cuff without it being cleared right from the top. Ukraine's ambassador to the UK Vadym Prystaiko has told @StephenNolan his country might agree not to join @NATO if it would avert war with Russia.
It would mean the country abandoning a goal written into its constitution.
